Commit to switch = bulb amnesty?
Thought you might be interested in this http://www.asimpleswitch.com/?country=us site from Philips in the US. It asks the consumer to commit to changing their incandescent bulbs to a Philips enegy saving bulbs and shows the impact on the reduction of coal power stations. Nothing about safe disposal but a good start. Wouldn't some sort of bulb amnesty work better? Couldn't a retailer like Wal-Mart offer a trade in on those bulbs and then help people understand how to dispose of the new bulbs safely?

I like the idea of replacing a few bulbs and using the savings to replace a few more and using those savings to insulate a house and using those savings to buy a solar water heater and using that savings.... on and on in a bootstrapping climb to higher efficiency.
Similar to the website example you can start your own CFL bulb savings pyramid. Give a CFL (efficient) bulb to each of 4 to 10 different people with a note asking them to use the savings up front to fund the purchase of 4-10 more bulbs that they give away with the similar note. After about 10-13 layers of that, a powerplant's output is put out. (Hard to believe? Test the math in a spreadsheet with your own assumptions to see what you find.) What do we have to lose?
