Sweden shows the way
While I will post this link in the wikiwatts section, I wanted to draw wattwatters' attention to the Swedish Energy Agency's site. It really offers some excellent material - not just "gimicky" material, but real proposals and solutions - especially for industrial (read: intensive) users of energy but also regarding improved measuring of energy consumption in homes. I am having a bit of a "Swedish" week having seen an excellent TV programme covering the zero heating homes being built there (I'm afraid the TV is in French). If the world is looking for best practices to really make a difference, then Sweden is also a good bet. Please do use the "wikiwatts" section to hightlight any useful sites we can all benefit from.
