Carbon Credit: Discrediting efforts

International market has started looking at carbon quota exchange with an ambition in order to "fine tune" the disciplines, however the other side of the coin must be seen as well.

Is it ethical in the context of reducting carbon emissions?

Would it serve any meaningful purpose as it will not change anything as far as carbon emission is concerned

Should there be any "discounting" or "penality" on such transactions?
